Property managers, HOA boards, retail plazas, warehouses and office parks call us when water sits on the lot after a storm or a catch basin has sunk, cracked or filled with sand. We rebuild basins, reset frames and grates to grade and regrade low spots as part of our parking lot paving and drainage work in Miami, serving Miami-Dade, Broward and Palm Beach. It replaces the failed top of the structure and sets the inlet back at the right height. We cut the pavement around the frame, lift out the frame and grate, remove cracked concrete or loose block down to sound material, rebuild the walls and top, then set the frame to finished grade and pave back around it.
Look at the structure, not just the grate. If sand and leaves fill the inlet but the walls and frame are solid, cleaning is enough. A rebuild is due when the frame rocks or sits below the pavement, the concrete inside is cracked, or the asphalt around the rim keeps dropping.
Before June 1, when hurricane season opens, and again after any major storm. May is the practical month for it, because the season then runs through November 30, and an inlet packed with sand and leaves turns every heavy rain into a pond sitting over your base.
Walk the lot just after a downpour, when these are easiest to spot.
First we find where the water goes, then fix the structures and the surface so it reaches the inlet.
We look at the lot after rain, or at your photos of where water stands, and map each low spot, gutter run and inlet.
Debris comes out of each box so we can see the walls, frame seat and pipe openings and decide between cleaning and repair.
New concrete or block brings a settled or cracked top back to height, and the frame and grate are set to finished pavement grade.
Low areas around the inlet are milled or rebuilt and repaved so the surface falls toward the grate from every side.
Settled gutter sections are replaced and hot mix is compacted around the frame. Asphalt takes traffic once it cools, while new concrete stays coned off until it cures.
With almost no natural slope to help, the curb line is what delivers runoff to the inlet, so settled gutters get concrete curb and gutter repair in the same scope.
The cheapest time to fix a low spot is while the lot is already being worked on. When we are repaving an existing lot, basins are reset to the new grade first, and the new asphalt is shaped so each section falls toward its inlet.
A low area over a soft base is rebuilt from below as a full-depth asphalt repair before the surface is shaped, or the dip simply returns.
Drainage pricing depends on the condition of each structure and how much surface has to be reshaped:

Much of South Florida is nearly level, so the grade built into the pavement and gutters is all that moves water, and a section that settles even slightly holds it. With a high water table and limestone close to the surface in many areas, rain has little room to soak away, so the inlets carry the load.
Heavy afternoon storms drop a lot of water in a short time, and hurricane season, June 1 to November 30, brings the hardest tests, so the inlet check belongs on the calendar every spring.
Resurfacing that changes drainage often requires a permit, and Broward's municipalities each apply their own requirements to paving and drainage work. Your city or county building department has the final word, and the permit questions in our FAQ and our Broward County service page explain the basics.
